Why the power of communication is denied to the mutes - animals, birds and reptiles?

None would deny the fact that they are at the receiving end solely because of this deficiency and if they too had the gift of speech, this world could have been a better and peaceful one with less violence and more understanding. Also why they were denied tears to express their pain, agony and woes? Festivals of all religions take a big toll of them.
