Has anyone used solar fencing to keep deer out of a garden?

If so, how did it work? Is it safe for cats and birds? What is the voltage and type, etc. We were overrun by deer last year, and if we cannot figure out a way to deter them, we are just wasting time and $$ trying to have a home garden. We currently have a 4-5 ft. tall fence, with extension wires 2 - 4 ft taller, but the deer just go between the fence and the wires! The garden area is rather large, but too far from the house for electric. We are wondering if solar fence would work, but don't want to endanger our cats or the birds that help w/ garden pests. Any help is appreciated.
