Do you have to pay to access the internet/send MMS messages on my Samsung Blackjack?

I just purchased a used Samsung Black eBay and I'm curious as to if you have to pay extra money to use the internet on the phone and also if you need to pay extra to send MMS messages. Thanks for any help!
